Thank you for your request, under the Official Information Act 1982 (OIA) dated 10 January 2021 for:
…a breakdown of the costs and a total figure spent during the construction of properties
located at 1 & 3 Broadway Avenue Timaru
Please see the attached table which provides a summary of the project spend for 227 Wai-iti Road
Timaru, which I understand is the property you are interested in, located on the corner of Broadway
Avenue and Wai-iti Road, Timaru.
I attach a summary of total spend by category below. I have considered a further breakdown of the
costs, however, I have been advised that providing a more detailed breakdown will disclose the
amount of money paid to individual contractors.
It should be noted that this redevelopment went through a robust procurement process with a number
of competing submissions received and evaluated against our criteria. However, publishing the last
winning bid by individual contractors for a project may unfairly advantage their competitors by
disclosing their position in the market.
I am therefore declining to provide a more detailed breakdown of the costs of construction of the
properties located at 227 Wai-iti Road, Timaru, under section 9(2)(b)(ii) of the OIA as it would be likely
to unreasonably prejudice the commercial position of our contractors.
I do not consider that the public interest in release of the withheld information outweighs the need to
withhold it.
You have the right to seek an investigation and review by the Ombudsman of this decision.
